陈东晓院长出席G20第三次协调人和财金副手联席会议并作大会发言

2016年6月23日,G20第三次协调人和财金副手联席会议在厦门举行,陈东晓院长应邀出席,并代表中国社科院世界经济与政治研究所、上海国际问题研究院、中国人民大学重阳金融研究院三家T20智库向大会作工作汇报,从智库角度对G20杭州峰会相关议题提出政策建议。

T20’s Work in 2016
Since China took the presidency of G20 at the end of 2015, three Chinese think tanks, namely, the Institute of World Economics and Politics of Chinese Academy of Social Sciences (IWEP), Shanghai Institutes for International Studies (SIIS), and Chongyang Institute for Financial Studies of Renmin University (RDCY) took the responsibility of sponsoring T20 activities. We have co-organized more than ten international conferences in China, the U.S., Peru, Germany, Switzerland, and India respectively, where hundreds of experts from G20,non-G20 countries as well as international organizations conducted in-depth discussions on the topics ranging from global governance, international finance, trade and investment, to inclusive development, innovation and structural reform. We also circulated questionnaires to pool insights of experts from global think tanks on priority issues related to G20. In order to increase the public awareness and understanding of the G20 and T20’s work, we have set up a special T20 website, open a WeChat account, and work closely with public media to give more publicity to our activities.
On upcoming July 29th to 30th, a T20 High-Level Meeting will be held in Beijing as the final concluding event for the T20’s work under Chinese presidency. More than one hundred leading experts and scholars from China and abroad have already confirmed to join the meeting. We plan to issue a T20 Presidency Statement at the wrap-up part of meeting, which will highlight our concerns and suggestions on the priorities of the G20 agenda in 2016.
Based on the above-mentioned T20 work and research, we have been working on policy recommendation report to be presented before the G20 Hangzhou Summit. The draft report is now available for your consideration.
The main points of the recommendations refer to the following aspects: First, enhancing the growth potential of world economy. We suggest the G20 members to further promote macroeconomic policy coordination, push forward structural economic reform, and find new mechanisms to stimulate universally beneficial innovation. Second, improving global financial governance. We suggest the G20 members to continue the reform of governance structure of major international financial institutions, push forward the diversification of major currencies in global economy in general and enlarging the role of SDR in particular, further improve global financial safety net to monitor and manage international capital flow. Third, promoting the development of global trade and investment system. We suggest the G20 members to strengthen the central role of global trading system, take great heed of the regional trade agreements, such as mega-regional FTAs and ensure the coherence and compatibility between and among the global and regional trading regimes, and formulate guiding principles for global investment. Fourth, building up the capacity of inclusive and sustainable development. We suggest the G20 members fully commit to the implementation of the 2030 Sustainable Development Agenda by working out and following on national action plan respectively, improve the international development finance system, taking the leadership to tackle the impact of climate change. Last but not least, we also expect G20 to continue to focus on global finance and economy-related areas, and further strengthen its monitoring and reviewing mechanisms, to improve its capacity as a primary platform of global economic governance.
